Building permits are required to build, repair or add additions to structures in Pearland. All construction must be in conformance with the city amendments and ordinances. If you live within the city limits you must apply for a permit in order to be in compliance. To find out if you are within the city limit you can search your address in our city map. If you are still not sure if you are within the city limits or if what you are planning to build is allowed please contact our Planning and Zoning Division for additional information at 281.652.1765. Pearland City Council passed Ordinance No’s. 1209-2015, 1210-2015, 1211-2015, 1296-2015 and 1416-2015 which are ordinances amending and adopting the 2015 edition of the International Codes and the 2014 edition of the National Electrical Code, as shown below. The revised codes are effective as of January 1, 2016. Permit applications received after the effective date are required to comply with the applicable codes.
All applications must now be submitted in electronic format as a PDF and provided on a CD/USB. All documents (i. e. permit application, energy code compliance, surveys, etc.) must be included on the CD/USB. Permit submissions will be deemed incomplete without the CD/USB. MOST over the counter permit submittals (for permits not requiring plans) will be accepted by paper copy until the new system is fully functional. For example, permits that do not require plans are ones such as Garage Sales, Mechanical, Electrical, Plumbing, Health Renewals, and Re-Roofs. As of now, regular permits such as Farmer's Market, Mobile Unit, Foster Home, Tent (unless over 200 sq. ft. or cooking under it), Temporary Activity (if no site plan is needed), and New Health applications that will require reviews will still be accepted by paper copy.
