The City of Pearland will hold a public hearing to give all Pearland residents an opportunity to voice opinions on the City’s HUD Community Development Block Grant (CDBG) program. The City is developing the CDBG Program Year 2014 Annual Action Plan to detail exactly how the upcoming year’s annual funding allocation will be spent. We would like to hear your comments on program priorities as well as specific activities for PY 2014.
Revisions of other programs and annual funding allocation plans will also be up for discussion and comments from the public will be officially considered in our planning and program management activities. A pre-application workshop for potential CDBG subrecipients will be held in conjunction with the public hearing. All agencies that will be requesting CDBG funds should attend this workshop or notify the City of Pearland to request a copy of the application packet. CDBG Program Background
The national objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities principally for low and moderate-income persons. Not less than 70% of CDBG funds must be used for activities that benefit low and moderate-income persons. Pearland’s CDBG goals include:
- Improving the urban environment in low and moderate income areas;
- Reducing the cost-burdens of low-moderate income families facing evictions and utility shut-offs; and
- Improving public facilities that serve low-moderate income citizens, particularly those that serve adults with disabilities and other underserved populations.
Eligible activities include but are not limited to: public facility construction and improvements; handicapped accessibility; operational funding for non-profit agencies servicing primarily low income persons; rehabilitation of owner-occupied housing; enforcement of City codes; clearance and demolition; infrastructure improvements; business development and job creation activities.
Fair Housing Issues
The Public Hearing will also be a forum to discuss fair housing and related issues. Residents with suggestions and/or concerns will be provided opportunity to voice those issues during the public hearing. A section of the public survey also involves issues concerning fair housing.
