Interlocal Agreement Shortens 288 Frontage Road Project by 5 Years
The City of Pearland and Brazoria County are working together to leverage economies of scale to shorten project timelines.
On July 9, City Council approved an official Interlocal Agreement between the City of Pearland, Brazoria County & Brazoria County Toll Road Authority (BCTRA) allowing the SH288 Northbound (NB) Frontage Road project to be added to the Brazoria County’s SH 288 Toll Lane Project. The City will be responsible for the design of the road, Texas Department of Transportation (TxDOT) permitting, construction costs and associated drainage improvements. Brazoria County, as part of the agreement, will contribute $1.5 million to the project, while BCTRA is required to add the project to their SH288 Toll Lane Project via Change Order.
The recent agreement will allow for the project to take advantage of the low unit costs available to the County for their Toll project, which will accelerate the project start by 5 to 6 years.
The SH288 Northbound Frontage Road from CR59 to FM518 will provide mobility and safety improvements in the SH288 corridor including the SH288 intersections at CR59 and FM518. This will be accomplished by:
• Providing additional roadway capacity
• Providing additional access to the retail area in the southeast quadrant of FM518 and SH288
• Eliminating the need to enter the freeway to travel from CR59 to FM518
• Providing a southbound to northbound u-turn at CR59
• Improving safety by reversing the ramps and eliminating traffic stacking into the freeway main lanes during peak traffic
The City and Brazoria County are always looking for opportunities to improve mobility while being sensible with funding, and this plan is a great example of that effort.

8.9 Update: The City of Pearland, Brazoria County, and the Brazoria County Toll Road Authority (BCTRA) have approved the local share agreement, which adds a frontage road along SH288 between FM518 and CR59. This project, which is now in the early stages of design, is scheduled to begin October 2019 and will be completed by January 2020.
The completion of the frontage road will provide direct access to the Silverlake Village shopping center and restaurants along the northbound side of the freeway. Please check out our map to view where the new frontage road will be placed.
