Hughes Ranch Road (Cullen Parkway to Smith Ranch Road/SH 228) Widening Project Bid Awarded
Bid for construction services associated with the Hughes Ranch Road Project (Cullen Blvd to Smith Ranch Road) was awarded, in the amount of $16,683,347, during the Nov.16 2018 City Council Meeting. The roadway is intended to be modified to improve safety and east/ west mobility capacity in growing Pearland, relieving congestion at the Broadway/SH288 intersection and provide direct access to the State Highway 288 Toll Lanes by way of a T-Ramp intersection being built by the Brazoria County Toll Lane project. The new roadway will improve traffic safety and flow for Challenger Elementary and will enhance access and circulation at Dawson High School.
Construction is planned to begin in early January 2019 and the expected completion date is January 2021.
The project is notable for its special funding through federal transportation funds through the region’s Transportation Improvement Program (TIP), which was made possible through the City of Pearland’s successful involvement again with the Houston-Galveston Area Council (H-GAC). The TIP will provide 80% of the construction funds from federal transportation dollars with the 20% balance of the project covered by the City with local voter-approved transportation bonds.
The Hughes Ranch Road (Cullen to Smith Ranch) project was originally a Brazoria County project that was transferred to the City in 2006. The City commissioned engineers to update the design to comply with current City, State and Federal standards in 2015. The project was submitted by the City to H-GAC for consideration for funding assistance in 2015 and was awarded funding and scheduled for construction in 2019. Staff accelerated the completion of the plan updates and requested the project be moved forward in the TIP schedule in an effort to deliver mobility improvements to the city as quickly as possible.
The project will construct approximately 10,500 feet of four lane concrete curb and gutter boulevard from Cullen Blvd to Smith Ranch Road, replacing the existing two lane asphalt roadway. The project includes sidewalks on both sides and traffic signals at Miller Ranch Road intersection and in front of Challenger Elementary at Bryant Court. The project also includes approximately 13,000 linear feet of noise barrier along the major subdivisions using the recently TxDoT approved substitute concrete fence with an estimated savings to the project of approximately $1.5 million. The project also includes new underground storm sewer, corridor illumination and landscaping.
