Pearland Community Development 2nd Quarter Report Highlights Growth and Projects

The Community Development Fiscal Year 2019 2nd Quarter Report has been released.  The 2nd Quarter Report summarizes development within the City pertaining to construction, residency, permits, pre-development, zoning, and planning and zoning from January 1-March 31.

Three major highlights include the City’s preparation for the 2020 Census, successful submission rate for commercial projects, and a significant increase in permit revenue versus FY18’s 2nd Quarter.

Preparation for the 2020 Census

In preparation for the 2020 Census, Pearland Community Development has coordinated closely with the Houston Galveston Area Council and City department representatives to split the Census Tracts and Block Groups.

The U.S. Census Bureau require each Census Block to contain a residential population within an average range. Due to Pearland’s exponential growth since the last Census in 2010, the Census tracts must be split an additional two or three time to meet the U.S. Census Bureau’s requirements.

Census tracts and block groups affect the accuracy of data the City will receive after the 2020 Census, and are important in population-based funding and grants the City may be eligible for consideration.

Commercial Project Submission

The 2nd Quarter of FY19 saw the submission of 58 commercial plans. These plans include new construction, additions, alterations, tenant finishes, site work, and shell space.

Of these 58 commercial plans, 35 were processed on their initial submission, while another 17 were processed on their second submission. This mean 89 percent of commercial plans were completed within 2 submissions.

The remaining six submissions were completed upon their third submission

Building Permit Revenue Continues to Grow

Building permit revenue continue to see growth, as year-to-date totals are 12 percent higher than the 2nd Quarter of FY18. Though March saw a drop in revenue, the increases from previous months’ totals still remain 15 percent over budget. 

The goal of Pearland’s Community Development departs is to improve the environment and quality of life in Pearland by establishing and implementing quality standards for new development. This is accomplished by encouraging maintenance, preservation and reinvestment in older parts of the city, while ensuring new development is in line with the City’s high standards and the most up-to-date technology. Community Development consists of the Planning, Permits, and Administration divisions.
