Pearland Residents Receive Up to 20% Discount on Flood Insurance

PEARLAND, TEXAS – June 2nd – The City of Pearland received confirmation of a very strong Community Rating System (CRS) Class Rating from the Federal Emergency Management Agency for its rules and enforcement of CRS activities listed in the 2017 CRS Coordinator's Manual that helps to lower flood insurance premiums for private property owners.

The City of Pearland is continuously updating and implementing floodplain guidelines to build a more flood-resilient community. By reducing and avoiding flood damage to insurable property, strengthening and supporting insurance aspects, and fostering floodplain management comprehension, the City delivers on the Strategic Priority of providing a safe community for its residents in natural disaster events.  

An Insurance Services Office (ISO) Coordinator assigned by Federal Emergency Management Agency (FEMA) visited the City of Pearland to reverify the City’s floodplain management rating in November 2018. After 18 months of processes and information requests, FEMA rated the City of Pearland as a Class 6. Under a Class 6 rating, residents living in Special Flood Hazard Area (SFHA), also known as 100-year floodplain can receive a 20% discount on their flood insurance premium. Residents living outside of the Special Hazard Flood Area will receive a 10% discount.

The rating comes through the National Flood Insurance Program’s  Community Rating System (CRS), a voluntary incentive program that recognizes and encourages community floodplain management activities that exceed National Floodplain Insurance Program requirements. The CRS program provides a framework and a variety of technical resources to help participating communities implement a comprehensive flood risk management program designed to reduce and avoid flood losses. Local participation in the CRS program offers discounts on the cost of federal flood insurance to policyholders who reside within the recognized communities. In addition, communities earn credit points based on local flood management and reduction activities.

It is a significant achievement for the City to be able to meet the newer and more stringent requirements in the 2017 CRS Coordinator’s Manual and maintain a CRS Class 6 rating. Under the new manual, many cities have dropped in rating due to the complexity of the new standards. The City will continue to improve recordkeeping and documentation of floodplain improvement activities and work toward preparing Flood Response Plans, which will help the City get additional credit points and move closer to CRS Class 5 community in future.
