The City of Pearland has been recognized with the Trailblazer Award for Transparency by the Texas Comptroller of Public Accounts as part of its 10th annual Transparency Stars program.
The Trailblazer designation is the highest honor in the Transparency Stars program and is awarded to local governments that have earned five or more Transparency Stars across key categories of financial disclosure. Pearland is one of only 19 local governments in Texas to achieve this distinction and one of just eight municipalities recognized at the five-star level.
“Transparency is a cornerstone of local government, promoting accountability, building public trust, and encouraging community engagement. We are proud to receive the Texas Comptroller’s Trailblazer Award, which honors our commitment to exceeding basic transparency requirements,” said City Secretary Frances Aguilar. “Through innovative strategies—like leveraging technology for open data, improving public access to information, and expanding opportunities for public participation—we continue to set new standards for open government.”
The Transparency Stars program, launched in 2016 by Texas Comptroller Glenn Hegar, recognizes government entities that go above and beyond in providing public access to financial information. The program evaluates transparency in six areas: traditional finances, contracts and procurement, economic development, public pensions, debt obligations, and open government and compliance.
The Trailblazer Award underscores the City of Pearland’s dedication to its strategic priorities of Resilient Finances and Trusted Government. Transparency plays a vital role in building trust with residents and in strengthening accountability throughout city operations.
