 The City of Pearland General Election and Special Election for Charter Amendments is postponed to November 3, 2020.

 In response to the global coronavirus pandemic, Texas Governor Gregg Abbott issued a proclamation suspending certain provisions of the Texas Election Code to allow all local political subdivisions utilizing the May 2, 2020 uniform election date to postpone their election to the November 3, 2020 uniform election date.

At the March 23, 2020, Pearland City Council Regular Meeting, City Council voted to postpone the Pearland General and Special election to November 3, 2020. In addition, City Council approved the following guidelines required by the State:

 The City of Pearland is preserving all candidate filings and ballot order actions that have already been taken.

  • All applications for a ballot by mail (ABBMs) that were filed for the May 2, 2020 election that are marked annual would apply for the November 3, 2020 election.  All single use ABBMs that were submitted for reasons of age or disability would still be valid for the November 3, 2020 election.  If a single use ABBM was submitted and indicated the reason for voting by mail was due to absence from the county, this ABBM would not be valid as the applicable election date has changed.  However, we would recommend that the political subdivision send a letter to these voters along with a new ABBM in case the circumstances surrounding their absence from the county are still valid or the voter is otherwise eligible to vote by mail.
  • If a political subdivision has already sent out mail ballots, those mail ballots that are returned would still be valid for the November 3, 2020 postponed election date.
  • All records, including candidate filings, applications to vote by mail, ballot proofs, and printed ballots shall be retained and preserved.  

The Texas Secretary of State issued revised guidelines on June 18, 2020 for voting during COVID-19. Additional information will be posted as City Council solidifies election requirements for November 3, 2020.

A City of Pearland General Election and Special Election will be ordered for November 3, 2020 for the purpose to elect Mayor, Councilmembers, Position 3, and Position 7, for a 3-year term each and for the purpose of submitting to the qualified voters of the City certain proposed amendments to the existing charter of the City of Pearland, Texas.

Campaign Finance Reports 

Candidates are required by state law to file semi-annual campaign finance reports (Form C/OH) with the City Clerk’s office.  These reports are due January 15th and July 15th of each year, and reporting requirements end when a candidate has filed a final report with the City Clerk. Retention for semi-annual reports is date of filing + 2 years (Per section 254.040 of Texas Election Code), and therefore only those reports in effect are shown below. Reports are organized below by month and year they were due and newest to oldest.

The November 3 election will also include a City of Pearland Special Election for the purpose of submitting to the qualified voters of the City certain proposed amendments to the existing Charter.  

Important Election Dates, November 3, 2020 

July 15, 2020 Last day for timely filing semi-annual financial report of contributions and expenditures 

October 5, 2020   Last day to register to vote in the November 3 Election. 

October 5, 2020  Due date for filing with the City Secretary first report 30th day before election Campaign Finance Report (C/OH) 5:00 p.m.  

October 19, 2020 First day for Early Voting by personal appearance.

October 23, 2020   Last day to receive applications by mail for early voting ballots to be voted by mail.            

October 26, 2020 Due date for filing with City Secretary second report 8th day before election Campaign Finance Report (Form C/OH) 5:00 p.m.

October 30, 2020 Last day for Regular Early Voting by personal appearance.  

November 3, 2020 ELECTION DAY

The November 3, 2020 uniform election date calendar from the Secretary of State is available at https://www.sos.texas.gov/elections/voter/important-election-dates.shtml.

Ballots by Mail: If a political subdivision has already sent out mail ballots, those mail ballots that are returned would still be valid for the November 3, 2020 postponed election date. Applications for ballots by mail must be received no later than close of business on October 23, 2020.
