City Secretary
The City Secretary’s Office is a service-oriented department entrusted with ensuring transparent, efficient, and compliant city governance. As stewards of government processes, the department ensures that elected officials, city staff, and the community have access to accurate information, legally sound procedures, and meaningful opportunities for civic participation. Through its various teams, the City Secretary’s Office administers the City’s core Governance Programs, including City Council Administration, Boards and Commissions, Elections, Open Government, and Records Management.
MISSION
The mission of the City Secretary’s Office is to support, facilitate and strengthen the City of Pearland governmental process by:
- Facilitating the City’s legislative process
- Ensuring transparency and access to city records
- Enhancing public participation in municipal government processes
- Maintaining the integrity of the election process
- Providing continuity for Pearland's city government by recording its legislative actions, both contemporary and archival, and serving as historian for the City;
- Serving as the compliance officer for federal, state, and local statutes
The City Secretary’s Office serves as a resource for citizens and a link between citizens and the City organization. The City Secretary's Office has several functional areas of responsibility:
CITY COUNCIL
The City Secretary’s Office is responsible for the preparation and dissemination of City Council meeting agendas and packets. The City Secretary attends City Council meetings and work sessions, documents City Council actions, certifies the authenticity of records, reviews City Council agenda items for completeness, prepares minutes, and maintains the City’s legislative history.

RECORDS MANAGEMENT
The City Secretary’s Office oversees the records management program. The records management program provides for the identification, maintenance, retention, security, disposition and preservation of City records. The program is established by State law and city code.
ELECTIONS
The City Secretary is the Chief Elections Officer for the City and oversees the candidates and conduct of City elections.
BOARDS/COMMISSIONS/COMMITTEES
The City Secretary facilitates the board and commission appointment process by receiving and maintaining applications submitted by citizens, for consideration by City Council.
CODE OF ORDINANCES
The City of Pearland has contracted with Municipal Code Corporation to make the City’s Code of Ordinances available through the internet to all interested parties. You can access our Code online and also that of other cities across Texas and the United States.
PERMITS/LICENSE
The City Secretary’s Office is responsible for the issuance of certain permits and licenses for various operations within the city. This includes the processing of alcoholic beverage license applications, in compliance with the Texas Alcohol and Beverage Commission, Alcoholic Beverage Permit, and Peddler Permits. MISCELLANEOUS
In addition to the duties listed above, the City Secretary serves as custodian of the City corporate seal; attests the Mayor’s signature on all official documents; publishes legal ads and notices for the City; supervise the codification, supplement and distribution of the Code of Ordinances; maintain the official records of the city including minutes, ordinances, resolutions, contracts, and other legal documents; posts all legal notices and agendas; accept claims filed against the city; perform such other duties as may be required by the city council, City Manager, City Charter or State and Federal law; oversees the City Secretary's Department Budget; and serves on the City’s Management Team.
