The purpose of a Planned Development zoning classification (PD) is to provide for the development of land as an integral unit for single or mixed use in accordance with a PD Design Plan that may include uses, regulations and other requirements that vary from the provisions of other zoning districts. PD Districts are intended to implement generally the goals and objectives of the City's Comprehensive Plan. PD Districts are also intended to encourage flexible and creative planning and property development, to ensure the compatibility of land uses, to allow for the adjustment of changing demands to meet the current needs of the community, and to result in a higher quality development for the community than would result from the use of conventional zoning districts.
A PD also requires a special workshop with the Planning and Zoning Commission and the City Council, in order to introduce the proposed PD to both bodies, and to have them provide preliminary feedback to the applicant and property owner prior to submitting a formal application. The joint workshop must occur prior to the public hearing. If you are interested in proposing a PD, please call the Planning Department at 281-652-1770.

PD Workshop Submittal:
Planned Development Workshop requests are processed on a first-come, first-served basis. It is encouraged to request a Pre-Development Meeting prior to submitting a Planned Development Workshop request.
Please note: Staff cannot slate a Workshop into an agenda without having an application submitted, along with attachments including but not limited to the following:
- Property Owner Authorization Form
- Current Tax Certificate
- Narrative describing the purpose of the request
- Draft site plan
- Renderings
- Proposed regulations/stipulations
