Before every fiscal year begins in October, the City evaluates the cost associated with providing quality and reliable water to Pearland residents. The review is an important exercise that City employees take very seriously because good water is a necessity and maintaining the system in a community as vibrant as Pearland requires financial sustainability. Factors taken into the rate consideration are:

  • Production
  • Treatment
  • Infrastructure

There are rates for water, sewer and garbage/recycling that the City of Pearland offers.  Here are the water rates for the fiscal year beginning October 1, 2018 compared to the previous fiscal year:

Additional Charges

Residents outside of City limits receive a rate 1.5 times the standard rate

Residents in a MUD have a $5 surcharge that goes back to the MUD

Meter Reading

Meters are read on a monthly basis and the customer is billed according to the consumption and rate structure scheduled above. The primary factor that causes fluctuation in the billed amount is the actual usage. In the event that the user's water meter becomes inoperative and fails to register actual consumption, the user will be charged at the average monthly consumption as shown by the meter from a period when it was operating. Rates are applied consistently across the system based upon usage and availability of water proportional to the meter size.

Residential Sewer Rate Explanation

The City uses a method to calculate a wastewater cap per residence known as the ‘Winter Quarter Average’ (WQA) to balance monthly sewer charges that would increase during the hot summer months where irrigating your residential property can be costly due to high water consumption. The water consumption used during the months of December, January, and February is averaged per residence, adjusted in April, and billed monthly until a new calculation is performed the next year. The WQA cap is set not to exceed 12,000 gallons. 

WQA Calculation:

1.  Add consumption from January, February, and March statements

2.  Divide that by 3 (If WQA exceeds 12,000, use 12,000 as your WQA)

3.  Subtract 2,000 (base consumption) from WQA.

4.  Multiply by 0.5 (Sewer rate = $5.00).

5.  Move decimal left two digits to get your consumption rate.

6.  Add the consumption rate to the sewer base rate and this will be the new sewer rate based on your WQA.

Example (5/8" meter):

January = 4,300

February = 2,400

March = 5,100

Total consumption = 11,800

11,800 ÷ 3 = 3,933

3,933 - 2,000 = 1,933

1,933 x 0.5 = 966.6 (move decimal left two digits and round up) = 9.67

$9.67 = new consumption rate over 2,000 gallons

$9.67 + $22.74 (base sewer) = $32.41

$32.41= Total sewer rate based on consumption over 2,000 gallons.

Note:  The new sewer rate is based on consumption over 2,000 gallons.  If your consumption does not exceed 2,000 gallons, you will remain at the base rate of $22.74.

GARBAGE AND RECYCLING

The City contracts with Waste Management Inc. (WM) for curbside waste collection services, 2x/week for residential addresses within the City limits. The base contractual garbage rates for this year are effective as of October 1, 2018 and are detailed below. 

  • Monthly Residential Garbage Base: $18.43 (tax not included)
  • Additional Recycling Cart: $1.81
  • Additional Recycling Cart: $65.14/Cart

Commercial Solid Waste

  • Commercial Hand Pickup 1x wk: $30.25/2x wk: $43.09
  • Castors per month: $16.74
  • Container Roll out per occurrence: $18.43
  • Locking Device MONTHLY: $8.41
