In October 2010, the Max Road Project, between Reid Boulevard and Hughes Ranch Road, was submitted to the Houston-Galveston Area Council (H-GAC) for funding in the 2011-2014 Transportation Improvement Program (TIP) and was selected to receive federal funding with Surface Transportation Program - Metro Mobility (STP-MM) federal funds for Off System projects and the City included the project in the 2012-2016 CIP Budget, funding the design in FY 2013 and construction in FY2014.
In August 2012, the City entered into an advanced funding agreement (AFA) with Texas Department of Transportation (TxDOT) to partner in an 80/20 funding match to reconstruct and expand Max Road and connect to Reid Blvd. The AFA with TxDOT reimburses the City for all approved design and construction costs up to 80% of the approved amount and requires 20% matching funds from the City. The City is responsible for all costs in excess of the approved amount.
RPS/Klotz Associates was awarded the design contract in January 2013. In August 2017, the City received and publicly opened sealed bids for the construction of the project. After thorough review of qualifications, SER was selected for award of the construction contract on October 23, 2017 in the amount of $6,797,521.78
The Max Road Expansion project affects nearly 5,300 linear feet or approximately one mile of Max Road, beginning at Reid Blvd at Broadway Street and terminating at the south side of the intersection of Max Road and Hughes Ranch Road. The project includes widening the south part of Max Rd. from a two-lane road to a four-lane road with curbs, gutter, underground storm sewers, medians, sidewalk, and two new bridges – northbound and southbound directions at Hickory Slough.
The roadway is designated as a major thoroughfare, and the connection to Reid Road directly aligns it with the Manvel Road (FM1128) intersection and is planned to eventually continue north connecting with McHard. The project is funded via a Transportation Improvement Program (TIP) funds through the Houston Galveston Area Council (H-GAC), and administered through TxDOT’s Local Government Projects Program. This program allows the City to lead the design, bidding and construction of the project, while adhering to federal program rules.
Construction is set to begin in January 2018, and weather permitting, is expected to be substantially complete in the fall of 2018.
The roadway widening will provide enhanced safety to motorists and pedestrians and improved access to the new Sportsplex at Max Road and Hughes Ranch Road. Eventually, the road will be widened on the north end, providing increased mobility along high traffic thoroughfares by providing alternate routes and connectivity.
