Financial Transparency

In an effort to increase financial transparency and keep residents informed about how tax dollars are being spent, the City of Pearland Finance Department offers the following financial information. Texas Transparency supports open and accountable government. Visit TexasTransparency.org and see your tax dollars at work.

The Comptroller’s office launched the Transparency Stars program in March 2016 to recognize cities, counties, school districts and special purpose districts making important strides toward greater government transparency. After receiving a Traditional Finances star, local entities can go on to apply in other areas, for up to five stars: 

  • Traditional Finances
  • Contracts and Procurement
  • Economic Development
  • Public Pensions
  • Debt Obligations

Transparency Stars recognize local governments that provide easy online access to important financial data.  Currently, the City of Pearland has achieved Transparency Stars in four of the five categories.  By embracing this effort, the City of Pearland has taken an important step toward improving taxpayer access to essential information.  With these achievements, the City of Pearland has shown itself to be a leader in responsible fiscal management, and these efforts achieve the goals set by the Comptroller’s Transparency Stars program.

 TransparencyStar_TF TRADITIONAL FINANCES:  This Star recognizes entities for their outstanding efforts in making their spending and revenue information available.  By providing meaningful financial data in addition to visual tools and analysis of its revenues and expenditures, the City of Pearland has shown a true commitment to Texas taxpayers. 
 TransparencyStar_DO DEBT OBLIGATIONS: This Star recognizes entities who go beyond legislative requirements in this area by providing debt information in a variety of formats.  The City of Pearland has shown a true commitment to taxpayers by providing meaningful financial data in addition to visual tools and analysis of its debt obligations.  
 TransparencyStar_CP CONTRACTS AND PROCUREMENT:  This Star is awarded to entities whose websites show a commitment to accountability and transparency to taxpayers in their contracting and purchasing activities.
 TransparencyStar_PP PUBLIC PENSIONS:  This Star is awarded to local governments whose websites provide visual and narrative explanations of actuarial valuations, contribution rates and benchmark comparisons and meet other criteria.  Public pension transparency is increasingly important to Texas taxpayers.
