The budget provides the financial framework for all city activities during a twelve month period, called a fiscal year. The City Charter requires the city manager to prepare a budget for each fiscal year. The budget sets forth the funding for services, programs, and activities of the various city departments, and must meet all fund requirements provided by law and required by bond covenants. It must also include a multi-year capital improvement program.

The City of Pearland fiscal year is from Oct. 1 through Sept. 30. Prior to each fiscal year, Pearland City Council approves an operating budget that projects the collection of revenue and guides spending for the coming year.

Comprehensive Annual Financial Report (CAFR) - The Comprehensive Annual Financial Report (CAFR) is the annual financial audits of the City, conducted by external auditors and approved by Pearland City Council.
