Chief Johnny L. Spires began his career in law enforcement with the Pearland Police Department in 1989. He was promoted to Asst. Chief in 1998 and Chief in 2017. Chief Spires holds a Master Peace Officer Certification, is a graduate of the Bill Blackwood Law Enforcement Management Institute of Texas, has attended the University of Virginia's LEAD program through the Weldon Cooper Center for Public Service and is currently attending Sam Houston State University.
He served as an instructor at a local police academy for 15 years where he taught officer survival tactics. Chief Spires is the past Commander of the Combined Agency Response Team, a multi-agency S.W.A.T. team composed of officers from the Alvin, League City, and Pearland Police Departments. He was named Officer of the year in 1991 by the Knights of Columbus and was also a recipient of the Medal of Valor in 1992. Chief Spires serves the community with many outreach programs. He coached basketball in the MADD outreach program, started and organized the Police Department Toys for Tots program, organized Relay for Life teams and is a current member of the Pearland LIONS club. In his off-time, Chief Spires enjoys basketball, hunting, spending time with his three children, and volunteering with the PISD Rise Mentor program

The Operations Bureau Assistant Chief has direct responsibility for the Patrol and Criminal Investigations Divisions. This Assistant Chief manages operations with Patrol, K9, Motorcycles, Commercial Motor Vehicle Enforcement, DDACTS, Warrants, Bike Patrol, Investigations, Crime Scene, the Property Room, Crime Analytics, Narcotics, Vice, and Victim Services.
Assistant Chief Savage has been with the Pearland Police Department since 2000. He is a TCOLE certified Master Peace Officer, holds a Bachelor of Science degree from the University of Houston - Clear Lake, and has attended the University of Virginia’s LEAD program through the Weldon Cooper Center for Public Service. He was a recipient of the PPD Supervisor of the Year.
Assistant Chief Savage has been active in several specialty units, including S.W.A.T., Bike Patrol, DDACTS (Data-Driven Approaches to Crime and Traffic Safety) , and SIU (Special Investigations Unit). Prior to his promotion to Assistant Chief, he was the Commander of the Combined Agency Response Team, a multi-agency S.W.A.T. team.

The Support Bureau Assistant Chief has direct responsibility for the Support Services and Administrative Divisions. This Assistant Chief manages operations in Budgeting, Animal Services, Telecommunications, Jail Management, Records, Quartermaster, School Resource Officers, Community Outreach Officers, Public Information Officers, Recruiting, Juvenile Services, the Citizens Police Academy and related programs, Professional Development and Training, Professional Standards (Internal Affairs), the part-time Honor Guard Unit, policy development, and accreditation.
Assistant Chief Derek Dunham has been a dedicated member of the Pearland Police Department since 2009. With a strong commitment to public service, he is a certified Master Peace Officer and holds a Bachelor of Arts degree in Criminal Justice from Stephen F. Austin State University, as well as a Master of Public Administration from Sam Houston State University.
Assistant Chief Dunham is a graduate of the Bill Blackwood Law Enforcement Management Institute of Texas' Leadership Command College (Class #89) and has participated in the University of Virginia's LEAD program through the Weldon Cooper Center for Public Service. His leadership and contributions to law enforcement have earned him numerous accolades, including Supervisor of the Year and the J.C. Doyle Leadership Award.
Throughout his career, Assistant Chief Dunham has held a variety of roles, including assignments in Patrol, Traffic, Criminal Investigations, and Special Operations. He has also been an active member of the Bike Patrol, Honor Guard, and SWAT Teams.
