Meters are read on a monthly basis and the customer is billed according to the consumption and rate structure scheduled above. The primary factor that causes fluctuation in the billed amount is the actual usage. In the event that the user's water meter becomes inoperative and fails to register actual consumption, the user will be charged at the average monthly consumption as shown by the meter from a period when it was operating. Rates are applied consistently across the system based upon usage and availability of water proportional to the meter size.
