Water & Garbage Rates
Before every fiscal year begins in October, the City evaluates the cost associated with providing quality and reliable water to Pearland residents. The review is an important exercise that City employees take very seriously because good water is a necessity and maintaining the system in a community as vibrant as Pearland requires financial sustainability. Factors taken into the rate consideration are production, treatment, and infrastructure.
City Council approved Ordinance 1358-32 for rates and fees for FY 26.
City calculates water and sewer charges based on meter size and usage per 1,000 gallons during the billing cycle's reading period. For residential accounts, sewer charges are calculated as the "Winter Quarter Average" (WQA), see explanation below.

Inside Jurisdiction describes any location located within the territorial limits of the City of Pearland.
Outside Jurisdiction describes any location not located within the territorial limits of the City of Pearland. Locations designated as Outside Jurisdiction are assessed a rate 1.5 times the Standard Inside Jurisdiction Rate.
RESIDENTIAL SEWER RATE EXPLANATION
The City uses a method to calculate a wastewater cap per residence known as the ‘Winter Quarter Average’ (WQA) to balance monthly sewer charges that would increase during the hot summer months where irrigating your residential property can be costly due to high water consumption. The water consumption used during the months of December, January, and February is averaged per residence, adjusted in April, and billed monthly until a new calculation is performed the next year.WQA Billing
Sewer rate is calculated based on the lesser amount of the monthly water usage or the sewer seasonal average. Water usage consumption determines the rate of the sewer charge. Sewer charge is to not exceed the WQA. The WQA cap is set not to exceed 12,000 gallons.
Winter Quarterly Average (WQA):
New Residents: Sewer 2025 usage will be billed based on your monthly usage, and not to exceed 12,000 gallons.
Existing Residents: Sewer 2025 usage has been calculated to reflect your December 2024, January and February 2025 usage, and not to exceed 12,000 gallons.
Residential Water/Sewer Rates for Existing/New Customers
If a larger (1” or 2”) domestic water meter is required for a residential home to maintain water pressure due to the location of the home from the water main, the request submitted by the developer/resident will be assessed by Engineering to evaluate the distance, friction loss, and water pressure.
The distance between the home and the water main shall be a minimum of 100’ for consideration. The use of a 5/8” water-meter size for determining the rate for water/sewer impact fee/base fee and a monthly fee for a single-family residential home will be approved by Engineering if found applicable.

GARBAGE AND RECYCLING
The City contracts with Frontier Waste Solutions for curbside waste collection services, 2x/week for residential addresses within the City limits. The base contractual garbage rates for this year are effective as of October 1, 2025. Monthly Residential Garbage Base is $22.86 (tax not included).
