Background 

Chad has been married to his loving wife Tara, a Pearland native for over 25 years. He has one child, Wesley, who graduated from Pearland High School and who currently attends the University of Houston as a Chemical Engineering student and as a member of the Spirit of Houston band. Chad has lived in Pearland for over 20 years and is deeply committed to the community having served in various roles with several local organizations. Chad is firmly committed to making Pearland a great place to live, work, and visit. When asked his “Why?”, Chad says it is because "Pearland is Home."
 
Chad has served the City of Pearland for over 28 years, beginning his career as a police officer in 1995. Early in his service, he worked as a field training officer and first-line supervisor, earning a lifesaving award and recognition as Officer of the Year. After a brief departure to the private sector in information technology, he returned to public service in 2003, continuing his law enforcement career with renewed commitment.
 
Chad built a career with the Pearland Police Department, ultimately serving as Assistant Chief of Police with executive oversight of both the Operations and Support Bureaus. In this role, he provided leadership to more than 240 personnel across patrol, criminal investigations, jail operations, telecommunications, animal services, records, budgeting, school resource officers, professional standards, public information, K9, SWAT, motors, drones, crime reduction initiatives, and community outreach. His leadership emphasized service, accountability, and continuous improvement during periods of significant organizational growth. 
 
A forward-thinking leader, Chad spearheaded major initiatives including the adoption of DDACTS for crime reduction, expansion of the K9 Unit to include explosives detection, implementation of online reporting, and creation of the Lobby Officer program. He assisted in managing a multi-million-dollar budget and long-term financial planning. He also served as Chair of the Animal Shelter Advisory Board and played a key role in planning and constructing the Shari D. Coleman Animal Shelter and Adoption Center, contributing to a 90% live release rate. 
 
Chad served as the Departmental Program Manager for the Texas Police Chiefs Association Accreditation Program and supported department-wide policy modernization, succession planning, and professional development. His emergency management experience includes serving as Incident Commander during Hurricane Beryl and the George Floyd Entombment, as well as leadership roles during Hurricanes Harvey, Ike, and Rita, Winter Storm Uri, and major community events.
 
A strong advocate for community engagement, Chad expanded bicycle patrols, implemented an Exchange Zone, coordinated the Citizens Police Academy, and participated in civic speaking engagements, including the Texas NAACP State Convention. Since transitioning to the City Manager’s Office in 2025, he has continued to support organization-wide initiatives and collaborative leadership. Chad proudly calls himself a Pearlander.
